An international conference held from November 15 1884 to January 30 1885 under the charimanship of Bismarck. France, Britain, Germany, and Portugal were all involved. The purpose of it was to decide how Europe was going to handle colonizing Africa. The rules decided upon were collectively referred to as the Berlin Act.
