The Reverend Hornswell Hake is leading a quiet life as a Unitarian pastor, trying to be a good citizen and not a power pig, when he is recruited into The Team, an arm of the US Government.

The true nature of The Team slowly dawns on our good reverend while on a "goodwill tour" of Europe.

To find out what happens from there, you must read the book, which I highly recommend. This is quintessential Pohl.
