Qaddafi's handbook for the implementation of the The Third Universal Theory. Its first volume, published in 1975 and subtitled 'The Solution to the Problem of Democracy,' concerns the practical elements of governing in accordance with the Theory. The second, short volume, published in 1977, deals with 'The Solution of the Economic Problem.' The political framework in The Green Book was put into practice during much of 1976.
