This was the original title for the original Superman story, written by Jerry Seigel and illustrated by Joe Shuster in 1933. In this story, a bald mad scientist who looked a lot like Lex Luthor gave this normal guy super powers, and the normal guy turned around and became a villian. Needless to say it didn't go over too well. Later that same year they came up with the idea of making Supes a good guy, and the rest is history.
