a simple, generic, server-side HTML editor

I think Everything provides a great model for a generic HTML editor. Serious HTML editors need support for syntax-directed HTML editing, sharing of material between nodes, maintenance of consistency between nodes, automatic URL maintenance. It's better to do this at the server side.

Maybe such systems are already available as add-ons for PHP3 or HTML::Mason.
