The chief electrician (chief LX) of a play, concert, or other kind of show, is the person responsible for everything electrical above, on, or in front of the stage. It is his job to make sure that everything is safe, and that nobody is going to get electrocuted. The chief LX will often run the lights for the show as well, although for larger productions, there is often a specific lighting operator for this (the other main member of the lighting team is the lighting designer)

Overall responsibility for people in the theatre is held by the stage manager, but he will usually delegate the responsibility for the people in the proj box to the chief LX.
