Chien is dog in French. Subsequently, it is also a derogative word.

When employed addressing to a person (as an adjective), it is semantically equivalent to "asshole" in English. When employed addressing to something (an event for example), it is the equivalent of "it sucks" in English.

Example: 

Tu es chien.
You are an asshole.

C'est chien.
It sucks.
