The quality of someone who is not experienced with computers. This can cover anyone from the guy who has never used a computer, doesn't even know what a mouse is, and uses his CD-ROM drive as a cupholder to (according to tech support employees) anyone who doesn't work in tech support. Being computer illiterate is not an inherently bad thing--some people simply do not need to use computers, and most others can be taught how to use computers correctly.
