Money, usually--but not neccessarily--of the untraceable cash variety, ill-gotten and thus practically unusable until it has been laundered.

Dirty money can be skimmed from a cash business for tax evasion puposes, made from selling drugs for large quantities of cash, or vast embezzled sums stolen by a crooked banker.

The latter is an example of dirty money in noncash form.
