It's a collar that you put on a dog so you can control his/her animal nature.

It can have spikes on it, or cute little pearls, or even a name tag so when the little bastard, or bitch as it may be, gets out of the yard, the dog catcher can nail you for a hundred quid fine, or just bring it back to you, so you can lock it up again.

It also can be used on people for sadomasochistic fun and games.

Treat me like a dog is a line from a Depeche Mode song, Master and Servant, which is all about the pleasurable aspects of being a dog. Put a dog collar on, and experience your animal nature.

In the Australian vernacular, a dog collar is a playful term for the stiffened white collar worn by priests and ministers of religion.
