A function performed by academia, industry, and (in the United States) by certain Federally Funded Research and Development Centers.

The goal is to, by throwing money and intellectual talent at it, develop solutions to a (real or imagined) problem.

Typically, academia or the FFRDC performs the basic research while industry develops and then sells the resulting product.
