Small Arms include all handheld or human operated ballistic weapons. Pistols, rifles, assault rifles, light machine guns, RPG's, shoulder fired antitank weapons, grenades, etc. Basically, small enough to be operated by hand and carried around by foot, that does not need to be mounted on a vehicle or structure. So a 20mm vulcan gun would not qualify, nor would the Guns of Navarone.
