A network administrator is in charge of a computer network. The position is normally filled by someone with a lot of education; a few networking certifications like CCSA, Network+, or MCSA; and a fair amount of experience. The netadmin is responsible for systems being available, connectivity functional, operating systems updated and patched, networking components like routers and switches being configured properly, and to answer questions by management and technical workers.
When the systems go down, it is the network administrator that jumps into the void to correct the outage and to get the rest of the department or company working again. A good netadmin can save a company a lot of money by minimizing downtime. A good salary there beats the collective salaries of folks twiddling their thumbs and dragging down profits.
